2025 Results: Foreign Investment remains strong in greater Montréal

Montréal, Monday, March 30, 2026 – Despite ongoing global economic uncertainty, Greater Montréal continued to attract a steady flow of foreign investments in 2025, posting results comparable to those of 2024. Montréal International supported 54 investment projects totalling $2.628 billion, contributing to the creation or retention of 3,720 jobs, with an average annual salary of $114,000.

The 2025 results were unveiled in the presence of Carlos Leitão, Parliamentary Secretary to the Minister of Industry; Jean Boulet, Minister of the Economy, Innovation and Energy and Minister of Labour; Chantal Rouleau, Minister responsible for the Metropolis and the Montréal region; Soraya Martinez Ferrada, Mayor of the City of Montréal and Chair of the Communauté métropolitaine de Montréal; Catherine Fournier, Mayor of the City of Longueuil; and Martin Fiola, City Councillor for the Laval-des-Rapides district.

More than three quarters of the investments supported (in dollar amounts) came from expansions of subsidiaries already established in Greater Montréal— a clear indicator of foreign companies’ confidence in the metropolitan area’s business environment.

Beyond job creation, these investments are expected to generate tax revenues estimated at $154 million for Québec and $115 million for Canada, as well as $39 million in property-related revenues for the Communauté métropolitaine de Montréal.

U.S. investors continue to invest in Montréal

The United States remained the leading country of origin for investment projects supported by Montréal International’s teams. These projects were either concentrated in service sectors that are not subject to customs tariffs or simply launched before there was any talk of tariffs. The 14 other countries of origin included France, Germany and Canada (excluding Québec), along with, to a lesser extent, Switzerland, Italy, Australia and Japan.

Driven by strong global momentum, aerospace-related projects stood out, generating more than $600 million in investments. At the same time, renewable energy, decarbonization, artificial intelligence, information technologies and video games continue to play a key role in strengthening Greater Montréal’s attractiveness.

Lastly, Montréal International’s team of Regulated Canadian Immigration Consultants processed 228 work permit applications on behalf of approximately 50 Greater Montréal employers, primarily renewals for employees already integrated into their organizations.

Two international organization projects

Montréal’s international organization ecosystem continued to show steady momentum with projects concentrated in civil aviation and sustainable finance. Building on its support for approximately 50 organizations already based in the city, the team also helped deliver two new projects.

First, the Flight Safety Foundation is opening an office in Montréal to roll out its audit programme across North America. Founded in 1945, this international organization provides aircraft operators with standards designed to ensure the safety of their operations. It boasts more than 1,000 members in 150 countries.

In addition, Rights + Resources is expanding its presence in Montréal with a new team to deploy its CLARIFI programme, an international financing mechanism that supports Indigenous Peoples, Afro-descendant Peoples and local communities in their efforts to secure recognition of their land rights.
